The opinion explains the authors interpretation of Saint Lucia law, including distinctions involving virtual-asset activities.
The opinion is limited to the law and date stated in the document and does not express an opinion on other jurisdictions. It should not be presented as a regulators licence certificate or permission for Indian residents to use an offshore platform. Readers should request the actual issuing authority, register entry and permitted activities for any licence being advertised.
How to Assess the Regulation RYOEX Advertises
The same website lists a US MSB number, 31000305408880, under a licence heading. This article records that website claim; it does not independently confirm the entry‘s current registration status. FinCEN’s published guidance states that MSB registration is not an endorsement or certification of legitimacy, and FinCEN does not license MSBs to operate.
Even a matching MSB registration would therefore not, by itself, demonstrate forex-dealer authorisation, investor compensation or permission to serve Indian residents. The decisive evidence would need to match the proposed service and the exact contracting entity, rather than merely display a registration number.
Two Account Complaints, One User and Different Statuses
One WikiFX case alleges that an account was locked despite manual trading; it is currently marked Resolved. A second case from the same unverified user alleges an account lock and a withdrawal refusal, and it did not display that resolution label when checked on 10 September 2026. The first page contains one uploaded image and the second contains three.
The public records do not independently establish the trading history, contractual reason for the restriction or payment outcome. Do not transfer the first case‘s resolution status to the second, or describe the two posts as evidence of two separate victims. For an actual dispute, account statements, withdrawal requests and the broker’s written explanation would be needed.
The Separate RBI Test for Residents of India
RBIs forex FAQ states that residents may undertake permitted forex transactions with authorised persons. Electronic transactions must use RBI-authorised electronic trading platforms or recognised stock exchanges, as applicable. The FAQ also says that remittances for margins or margin calls to overseas exchanges or counterparties are not permitted under the Liberalised Remittance Scheme.
RBI additionally warns that its Alert List is not exhaustive: absence from that list is not proof of authorisation.
