Unable to withdraw money from my MT4 trading account or contact with customer services to close account.

Uee International. Trying to communicate with uee International by phone, email, website chat doesn't work no customer services. I am struggling to get any response other than you have to pay a one off payment of $3000 to activate a withdrawal code. They now request a International 5% tax to be paid before money is released of $15,000 before you can withdraw. Please can you help me to resolve this so I can get my money back and close the account.
